Age Divisions
  • Girls 16-18
  • Girls 14-15
  • Girls 12-13

A player’s age division is determined by their age on May 1st. For example, if a player turns 14 in July of 2022, they will compete in the 12-13 Division throughout the entirety of the Series even though they may be 14 during a Local or Regional Qualifier. If a player turns 14 before May 1st of 2022, then the player will compete in the 14-15 Division throughout the entirety of the Series. If your birthdate falls on May 1st and you turn 14, you will play in the 14-15 division (This age cutoff applies for all Divisions). 

 

If you have a question regarding what age division you should be competing in, please email info@jgnc.org. When you register, our system will automatically put you in the correct age division based on the cutoff date of May 1st, 2022. 

 

If a player turns 19 before the 2022 National Championship OR is attending college, they will NOT be allowed to compete.  

Host Hotel Information

If you want to stay on property at the resort, all players will have to stay in the Seven Clans Hotel, which is where anyone 21 and under can stay at the resort.  There is a casino on property and there is another tower called The Grand Hotel where if you are 21 and older, you can book a room there. No players will be allowed to stay in the Grand Hotel tower. 

 

We are providing a discounted rate of $99 + tax for the following nights: November 1st – November 5th.  You can arrive at Coushatta earlier, but the discounted rate will not apply.

 

To book your room, you must call 888-774-7263 EXT. 1 and refer to the code NB31.   You cannot book online and must call the number above to book your reservation!  

 

There are double and single bedrooms held under this block and you will have the option to choose one or the other. We anticipate that most players will be accompanied by one adult and that adult will be staying in the same room as the player. If you need multiple hotel rooms, we are asking that you book a maximum of two rooms per player when you book at the resort. We also would like to know if you are planning on bringing additional guests and would need more than two rooms per player, per evening. Please contact us immediately by email at info@jgnc.org or by phone at 407-675-4567 if you are requesting more than two rooms. 

 

There will be a complimentary shuttle bus running from the hotel to the golf course each day of the event. The golf course is 2-3 minutes away by car or shuttle bus, but it is not walkable. The shuttle will start running on November 2nd, which is your official practice round and sponsor activity day. 

 

There are other hotel options within the surrounding area and if you would like to stay off property that will not be a problem. 

"Shotstat Live" Scoring App Instructions

SCORING FOR 2022 SEASON:

 

All NB3 tournaments will be utilizing a mobile scoring app called "ShotStat Live" that all players need to download and activate on their mobile device before the tournament begins. For parents/spectators, you may view live, hole-by-hole scoring on the NB3 website on the tournament leaderboard. 

 

App Instructions...

 

  • Locate and download "ShotStat Live" in the app store of your mobile device
  • Open the app and follow the instructions to activate the app and tie to your player account.
  • Once pairings have been posted, you will be to go into the tournament and view your pairing. 

 

For more info on the app, including screenshots, AND directions on how to use the app  CLICK HERE. If, after downloading the app, you are having trouble activating it, a NB3 staffer at registration can assist you.

 

Also, we understand that a player may not have access to a mobile device for a number of reasons - while we would prefer for all players to utilize the app, if you do not have access to a mobile device, please let the NB3 staff know at registration and we will provide you with a paper scorecard and hole location sheet.

 

If you have already downloaded the app for a previous event, please open the app, click on "Account" in the bottom right, and click "Clear App Data" to refresh the app. If you are planning to use the app for Live Scoring, please ensure your cell phone is fully charged prior to the start of your round to eliminate any scoring difficulties.

Code of Conduct

The Notah Begay III Junior Golf National Championship (JGNC) prides itself in the quality of players, host facilities and community involvement of each of its events. In order to continue making our events enjoyable for everyone, the JGNC will not tolerate any behavior that is unbecoming of a junior golfer. Players in violation of the code of conduct with the JGNC may lose playing privileges as well as being liable to penalty strokes or disqualification. 
 

All JGNC participants are reminded to respect the host facility and their staff/golf course. Players are expected to repair ball marks on the greens and divots where needed. Players are also expected to rake all bunkers and care for the course throughout their tournament experience. 
 

Violations of the Code of Conduct include: 

  • Unsportsmanlike conduct which includes: abusive language, cheating, club throwing, disrespect to volunteers/staff/officials or fellow competitors, and abuse of golf course property. 

  • Not adhering to the dress code of the host golf course 

  • Use or association of drugs or alcohol 

  • Conduct not becoming of a JGNC player, such as acting in anger or creating other distractions. 
     

Code of Conduct Violation Penalties: 

  • The JGNC Tournament Committee may assess any or all of the following penalties based on the severity of the violation(s) 

    • Issue a one stroke penalty for each act of unsportsmanlike conduct on the golf course 

    • Immediate disqualification from the tournament at which the violation occurs 

    • Depending on the severity of the violation, a tournament disqualification may also result in disqualification from the next tournament or tournaments for which a player has been accepted. 

    • The JGNC reserves the right to suspend or revoke a player’s registration for a major breach of the JGNC Code of Conduct.

Hard Card

The current Rules of the United States Golf Association and the R&A govern all play in NB3 JGNC events. 

RULE 20.1 c(3): 
The NB3 JGNC strongly urges its players to play 2 balls if they are not sure how to proceed with a ruling as a rules official is not always present. In addition to playing 2 balls, players are also asked to play a provisional ball when he or she thinks it could be lost (this is even more important now that the search time has been shortened to 3 minutes). 

MEASURING DEVICES: 
Measuring Devices will be permitted in all NB3 JGNC events however, they cannot measure anything other than true yardage (ie, slope or wind). 
• When the local rule is in effect, a distance-measuring application may be used, provided the specific application is restricted to “distance only” and the device does not have any other “non-conforming” features. This is the case even if these other features are not being used.

ELECTRONIC COMMUNICATION DEVICES: Multi-functional devices such as mobile phones, PDAs, etc (i.e., devices that are primarily communication devices, but which may have other potential uses) may be used as follows:

    • The device may be used for any non-golfing purpose (e.g., as a communication tool to phone, text or email), subject to any club/course regulations and the rules on accessing advice-related matters – see Decision 14-3/16. The NB3 JGNC recommends that ALL players only reference their mobile devices when utilizing the Shotstat Live app. 
    • When the local rule is in effect, a distance-measuring application may be used, provided the specific application is restricted to “distance only” and the device does not have any other “non-conforming” features. This is the case even if these other features are not being used. As above, the rules on advice-related communications (including the use of the internet) still apply.


PACE OF PLAY: 
Time Par is 4 hours and 35 minutes. Please keep pace with the group in front of you and play ready golf. Players have 40 seconds to play their shot. Only individual players may be held accountable for their pace of play (no group penalties). 

-Out of position: When a group falls more than 15 minutes behind the group in front of them. Flagstick to Flagstick time 
1st missed checkpoint – warning* (warning remains for duration of round) 
2nd missed checkpoint – Subject to penalty of one stroke 
3rd missed checkpoint – Subject to additional penalty of two strokes 
4th missed checkpoint – Subject to disqualification 


WEATHER: 
A player has the right to suspend play if he feels threatened by dangerous lightning conditions without penalty. If NB3 JGNC Staff or host club should indicate suspension of play all players should mark their balls, cease playing immediately and seek shelter. 
Discontinue Play Immediately: One prolonged siren or air horn blast. 
Discontinue Play for non-dangerous situation: Three consecutive short siren or air horn blasts. 
Resume Play: Two short siren or air horn blasts. 

OUT OF BOUNDS: 
Out of bounds is defined by white stakes at ground level, white dots, freshly painted white lines, perimeter fences, inside edge of paved public roads or any combination thereof. A ball coming to rest on or beyond any paved public is out of bounds, even if it comes to rest on another part of the course that is in bounds for other holes. 


PENALTY AREAS: 
• When a penalty area is bounded by out of bounds, the penalty area edge extends to and coincides with the out of bounds line. 


GROUND UNDER REPAIR: 
Defined by white lines. Other areas of ground under repair, even when not marked, include: 
• French drains (trenches filled with stones or the like). 
• Large or hard ant hills on the course. 
• Edging grooves around putting greens. 

 

AUTOMATIVE TRANSPORTATION:

  • Players must not ride on any form of transportation during a stipulated round unless authorized by the Committee. Unauthorized Transportation will result in a two-stroke penalty. Only a committee member may shuttle a player back to and from where an original ball was played.
    • In the event a player receives a medical exemption to drive a cart during the round, he/she will receive approval from the Tournament Director on site and that player will then be approved to drive a cart during play. 




SEAMS OF CUT TURF (Newly Sodded Areas): 
If a player’s ball lies in or touches a seam of cut turf or a seam interferes with the player’s area of intended swing: 
• Ball in General Area: The player may drop a ball under Rule 16.1b. 
• Ball on Putting Green: The player may place a ball under Rule 16.1d Interference does not exist if the seam only interferes with the player’s stance. 

OBSTRUCTIONS AND INTEGRAL OBJECTS: 
• When located within the penalty area; liners in bunkers and artificial walls and pilings are integral objects unless otherwise provided for in Notice to Players. 
• White lined areas tying into obstructions are part of the obstruction. 
• When closely attached to trees; wrappings, electrical wire, and cables are integral objects. 

LOOSE IMPEDIMENTS: 
Wood chips and mulch are loose impediments. 

PRACTICE: 
Players are no longer allowed to practice putt between holes, even if they aren’t holding up play. Players will receive one warning before potential penalties and disqualification.

Caddie Policy

Caddie Policy:

The NB3 JGNC will allow caddies for the Boys 10-11 & 12-13 and Girls 10-11 & 12-13 Divisions throughout ALL Events. CADDIES for the 10-11 age group are MANDATORY while caddies for the 12-13 age group are optional. Players must declare a caddie prior to the start of their round.

 

Purpose of Caddies: Caddies may carry a player’s clubs, give advice, and other help during the round but there are limits to what the Caddie is allowed to do. The player is responsible for the Caddie’s actions during the round and the player may incur a penalty if he/she breaches the Rules.

 

Actions Allowed by Caddies:

  • Caddies will be allowed to transport the player’s clubs and equipment.
  • Caddies will be allowed to search for a player’s golf ball.
  • Caddies will be allowed to clean a player’s golf ball.
  • Caddies will be able to give players advice.
  • Caddies will be allowed to use motorized carts ONLY if they have been approved by the NB3 Tournament Committee.
  • Caddies will be allowed to transport a player only when shuttle holes have been designated on the Notice to Competitors, during evacuation/restart or back to a previous spot in order of play in accordance with Rule 20-5 and then back to where the player was picked up.

 

Actions Prohibited by Caddies:

  • Caddies are NOT ALLOWED to deliberately stand on or close to the extended line of play behind a player while the player is taking his or her stance and until the stroke is made.
  • Caddies are NOT ALLOWED to over-coach their player causing them to take longer than 40 seconds to play their shots. Per our pace of play policy, after any individual warning given to the player, they are subject to penalty strokes for multiple warnings and no clear effort to improve their pace time.
  • Caddies are NOT ALLOWED to use personal cell phones for reasons other than live scoring or emergency situations

 

Breach of Policies and/or rules by Caddies:

1st Offense= Official Warning from a NB3 JGNC official

2nd Offense= Subject to 1-stroke Penalty

3rd Offense= Subject to 2-Stroke penalty for each prohibited action and/or Removal from the Golf Course

 

 

Gaining a Caddie During the Round or Switching Caddies During the Round:

Once the player tees off on his or her first hole the player may not gain a Caddie or switch Caddies during the round (unless authorized by Tournament Officials). A Caddie must be designated prior to the first tee shot. First Offense will be a 1-stroke penalty and any additional breach will be a 2-stroke penalty per breach.

 

This policy is in effect as of January 1, 2022. The NB3 JGNC has the authority to eliminate or modify this policy at any time.

 

Spectator Policy

Spectator Policy

 

It is the responsibility of all players and spectators to fully read and understand these policies and procedures and abide by them. All players and parents who are on property for the 2022 NB3 National Championship are agreeing to all of these policies and procedures and are accepting the risk involved with competing/attending in the Championship. .

 

Communication with NB3 JGNC Players

  • Spectators may not interact with participants at any time on the golf course, except in the case of an emergency. Any conversation between a spectator and participant will be subject to penalty under Rule 10.2 (Advice).
    • Only exceptions allowing spectators to interact with players during a round include handing them sunscreen, food, beverage, or any health emergency. This should always be done in front of another spectator

  

NB3 JGNC Rulings

  • Spectators are not allowed to get involved in any ruling on the golf course. If you notice a player who needs a ruling or needs assistance from the Tournament Committee, please instruct the player to call a rules official at 657-201-7134
    • If a spectator is found involved in a ruling, they may be asked to leave the golf course.

 

Spectator Expectations:

  • Spectators will not be allowed on the driving range or putting green prior to each round.
  • Spectators are not allowed to confront a rules official about a ruling.
  • All spectators should follow players from a distance of at least 25 yards, while staying in the rough or cart path. Spectators should NOT be in the fairways at any time.
  • Spectators are encouraged to walk ahead and spot balls for participants. This helps the pace of play.
  • Spectators are restricted from designated Starting and Scoring Areas.
  • Spectators are asked to keep any smoking and drinking on the golf course to a minimum and away from any other players or parents. If it becomes a problem, you will be asked to throw the items away and/or leave the golf course.

 

The NB3 JGNC has the authority to remove a spectator from the golf course at any time if in violation of these rules.

Local Rules

NOTICE TO PLAYERS

 

2022 PKB/NB3 Jr Golf National Championship · Koasati Pines Golf Club · Nov 3-5, 2022

 

Play is governed by the current USGA Rules of Golf. This information supplements the Local Rules and Conditions of Competition on the Notah Begay III Junior Golf National Championship Hard Card/Pace of Play Policy. Posted course local rules do not apply.

 

CONDITIONS OF PLAY

 

Teeing Area

Girls 14-15 & Girls 16-18:  BLACK NB3 tee markers identify the teeing area.

Girls 12-13: WHITE NB3 tee markers identify the teeing area.

Girls 10-11: RED NB3 tee markers identify the teeing area.

Pace of Play

Pace of Play is set at 4 hours, 35 minutes.  When a group is out of position at any time, the group is subject to monitoring and timing per the Pace of Play Policy. The first group to start will be considered “out of position” if, at any time during the round, the group is behind the overall allotted pace time. Any following group will be considered “out of position” if it (a) is behind the allotted time allowed AND (b) reaches the teeing area of a par-4 or par-5 and the putting green is clear; reaches the teeing area of a par-3 and the preceding group has arrived at the landing zone of the following hole. Both (a) and (b) must apply for a group to be out of position.

Format
The Competition consist of six, 9-hole stipulated rounds of stroke play (54-holes total).

 

Ties & Scoring

In the event of a tie for first place, the players involved shall compete in a hole-by-hole play-off with the order of holes set by the Committee. The playoff hole will be a new round for all divisions. In the event that a playoff is not feasible (e.g., weather, or course is not available) the winner will be determined by matching scorecards beginning with the lowest final round, then the last nine holes, then last six holes, then last three, and finally the score on the 18th hole. If a tie still exists, the same produce will be used for Round 2 and then Round 1.

  • The scoring area is located in the Veranda Building between the practice putting greens and the green for hole #9. A scorecard is considered returned as soon as the player leaves the marked scoring area. All players must finalize their scores in the scoring area whether scores were kept electronically or on a paper scorecard.

 

Rulings

If a Referee is not readily available, call 657-201-7134 or play two golf balls under Rule 20.1 c(3). Before playing either ball, the player should announce to a marker or another player that two balls will be played, and which ball will count if the Rules allow the procedure used the player must report the facts to the Committee before returning the scorecard even If there is same score with each ball. Failure to do so will result in disqualification.  

 

ADDENDUM TO LOCAL RULES

 

Out of Bounds

Out of bounds is defined by white stakes at ground level, freshly painted white lines, perimeter fences, course side edge of paved public roads or parking lots. A ball coming to rest on or beyond any paved, public road (entrance road to the golf course) is out of bounds, even if it comes to rest on another part of the course that is in bounds for other holes. The Driving Range is out of bounds.

Abnormal Course Conditions

Ground Under Repair: Areas defined by white lines may include areas of unusual damage including area cart traffic or seasonal conditions, and the following:

  • Areas of damage or wear immediately adjacent to cart paths are considered part of the cart path
  • Tire ruts in mud, dirt or grass
  • Wilson Stencil Hole #18

 

General Area:  Sandy or dirt areas that are not marked with white lines are part of the general area and not ground under repair. If a ball lies in sandy, dirt or worn areas adjacent to and within one club length of a cart path, free relief may be taken. This free relief is not available in these areas for intended stance or swing.

Integral Objects 

The following are deemed an integral object; free relief is not available:

  • Stacked stones and retaining walls
  • Rock outcroppings

Automotive Transportation:

  • Players must not ride on any form of transportation during a stipulated round unless authorized by the Committee. Unauthorized Transportation will result in a two-stroke penalty for each hole where this occurs. Only a Committee member may shuttle a player back to and from where an original ball was played.

Distance Measuring Devices:

  • Measuring Devices will be permitted; however, they cannot measure anything other than the actual yardage (i.e. – not allowed to measure slope or wind).

Dropping Zones:

  • Hole #2: for any ball that is known or virtually certain to be in the red penalty area to the right of the green, players may use the dropping zone as one of the red penalty area options
  • Hole #18: for any ball that is known or virtually certain to have entered the yellow penalty area before the bridge crossing, the dropping zones on either side of the fairway may be used as one of the yellow penalty area options

Penalty Areas:

  • Red/yellow penalty areas are identified by red/yellow stakes and defined by red/yellow lines.
  • For Holes #1, #3, #8, #11, and #13 the red penalty area is defined by red lines or red stakes just to the right of the cart path
  • Cart paths / bridges crossing penalty areas are inside the penalty areas i.e. there is no free relief for interference
  • Red penalty areas where the opposite side is not marked and is not another hole extend to infinity, except hole 1 & 10.

Local Rules:

  • IMMOVABLE OBSTRUCTIONS CLOSE TO PUTTING GREENS – Model Local Rule F-5 as prescribed in Section 8 of the Committee Procedures is in effect
  • BACK ON THE LINE RELIEF – Model Local Rule E-12 as prescribed in the Clarifications to the 2019 Rules of Golf is in effect.
  • LIMITING WHEN STROKE MADE FROM PUTTING GREEN MUST BE REPLAYED UNDER EXCEPTION 2 TO RULE 11.1b – Model Local Rule D-7 as prescribed in the Clarifications to the 2019 Rules of Golf is in effect.
  • BROKEN OR SIGNIFICANTLY DAMAGED CLUB – Model Local Rule G-9 as prescribed the Clarifications to the 2019 Rules of Golf is in effect.

Practice Round Tee Times Released

The PKB / NB3 team will be organizing all of the Practice Rounds. Players will be paired with other players in their division. Official tee times will be emailed out on October 30th at 6:00 PM.

Event Registration

Player Registration will take place in the lobby of the Seven Clans Hotel at Coushatta Resort. Players' can check in on Tuesday, November 1st at any of the following times:

  • 12:00pm - 2:00pm
  • 4:00pm - 6:00pm
  • 8:00pm - 11:00pm

 

If a player cannot check in on Tuesday, November 1st at one of these times, they will need to check in on Wednesday, November 2nd before your practice round tee time and will need to contact the NB3 JGNC office prior to arriving at the National Championship.

Practice Round

The official tournament practice round will take place on Wednesday, November 2nd for all girls in the Championship. The PKB / NB3 JGNC team will be organizing all of the Practice Rounds. Players will be paired with other players in their division. Official tee times will be emailed out on November 2nd at 6:00 PM. For the range of tee times for your division, please see below: 

  • Girls 16-18:  7:30am - 9:10am off hole #1
  • Girls 14-15:  7:30am - 9:10am off hole #10
  • Girls 12-13:  12:00pm - 1:20pm off hole #1
  • Girls 10-11:  12:00pm - 1:00pm off hole #10

Saturday, Nov 05 - 6:30 AM - 12:30 PM
Final Round Tee Times
  • Girls 12-13 and Girls 10-11 will tee off in the Morning Wave off Holes 1 & 10 from 7:15am - 8:27am. Due to Camera TV Show production needs, the groups will be intermixed with one another with the leaders going off in the last few times off hole 1 and the higher half of the leaderboard going off hole 10.
  • Girls 16-18 and 14-15 will tee off in the Afternoon Wave off Holes 1 & 10 from 11:15am - 12:59pm. Due to Camera TV Show production needs, the groups will be intermixed with one another with the leaders going off in the last few times off hole 1 and the higher half of the leaderboard going off hole 10. 

 

* If Girls DO NOT finish on the Final Day, they would roll over to November 6th (practice round day for boys) and would finish up their final 1-3 holes on the 6th with Cameras following and awards to follow.
